Egypt Partners with Tsinghua Unigroup to Launch $300 Million Tech Investment Fund Focused on AI and Semiconductors

9 September 2024

Egypt's Information Technology Industry Development Agency (ITIDA), Telecom Egypt (TE), Applied Innovation Centre (AIC), and Tsinghua Unigroup have entered into a landmark agreement by signing a Memorandum of Understanding (MoU) during the China-Africa Cooperation Forum Summit held in Beijing.

This strategic partnership is set to bolster Egypt's standing in the global technology landscape significantly.

According to a statement released by the Cabinet on Sunday, the collaboration between ITIDA, TE, AIC, and Tsinghua Unigroup will culminate in establishing a significant technology investment fund, which will have an initial size of up to $300 million. The fund will foster innovation in two key areas: artificial intelligence (AI) and semiconductor technology.

Both sectors are recognised as critical drivers of future economic growth and technological progress, particularly in the digital transformation era.

Tsinghua Unigroup and its affiliated entities are expected to contribute between 60 and 70 per cent of the capital required for this investment fund, demonstrating the Chinese tech giant's strong commitment to this initiative. By providing significant financial backing, Tsinghua is poised to play a pivotal role in the fund's success.

In addition to creating the fund, the agreement outlines Tsinghua Unigroup's plans to launch a state-of-the-art data centre in Egypt and offer cloud services to the public and private sectors.

This development is expected to significantly boost the country's data infrastructure and enhance the digital capabilities of various industries, providing a robust foundation for future technological innovation.

Moreover, Tsinghua Unigroup and its subsidiaries will explore the feasibility of establishing a research and development (R&D) centre in Egypt. The proposed centre will specialise in chip design and systems engineering, aiming to foster homegrown talent and build local expertise in these highly specialised fields.

This endeavour is a key step towards Egypt's ambition to become a leading player in the semiconductor industry.

The MoU also focuses on developing AI applications, particularly advancing large language models in Arabic. This partnership aspect aims to address the growing demand for AI solutions tailored to the Arabic-speaking world and strengthen Egypt's position as a leader in AI technology within the region. By prioritising local language AI development, the collaboration seeks to make AI technologies more accessible and relevant to regional markets.
This multifaceted initiative promises substantial economic and technological benefits for Egypt. In addition to job creation and skills development, it is expected to attract further foreign investment and position the country as a critical hub for innovation in the AI and semiconductor industries.

The collaboration will also likely strengthen the bilateral ties between Egypt and China, showcasing how international partnerships can drive technological advancement and economic growth.

This MoU marks a significant milestone for Egypt, reinforcing its commitment to becoming a leader in AI and semiconductor technologies. The ambitious partnership between ITIDA, Telecom Egypt, Applied Innovation Centre, and Tsinghua Unigroup is set to have far-reaching implications, paving the way for Egypt to emerge as a significant innovation hub within the region.
