ITIDA’s Digital Signature Competency Center Appraised at CMMI Level 3

17 October 2022

The Digital Signature Competency Center (DSCC), of the Information Technology Industry Development Agency (ITIDA), today announced that it has been appraised at level 3 of ISACA’s Capability Maturity Model Integration (CMMI®). The appraisal was performed by the Software Engineering Competence Center (SECC).

CMMI is a proven, outcome-based performance model and the globally accepted standard for improving capability, optimizing business performance, and aligning operations to business goals.

An appraisal at Maturity Level 3 indicates the organization is performing at a “defined” level. At this level, processes are well characterized and understood and are described in standards, procedures, tools, and methods. The organization’s set of standard processes, which is the basis for Maturity Level 3, is established and improved over time.

ITIDA aims, through its efforts, to expand and fully implement the digital signature services throughout Egypt, with the goal of connecting government services to the private and civil sectors. Additionally, the Agency also seeks to facilitate digital transformation adoption, meeting the strategic objectives of MCIT's Digital Egypt strategy, which reflects Egypt Vision 2030 of smart, participatory, and paperless (green) government.

Digital Signature Competency Center is the first of its kind in the MENA region that provides digital signature infrastructure services and applications for a variety of operating systems. DSCC integrates client-side software with Public Key Infrastructure (PKI), and protects information security systems.

Services offered by the Digital Signature Competency Center represent a quantum leap in government performance and business sectors, including the provision of paperless services to reduce organizations’ reliance on paper for their day-to-day business operations and expand mass adoption of the digital signature.

Executive regulations of the digital signature law were amended under the Minister of Communications and Information Technology’s decision No. 361 of 2020. The amendments aim to accelerate Egypt’s digital transformation adoption, bolster the role of digital signature in developing the efficiency of administrative work, improve government services, and add to Egypt’s competitiveness globally.

Law No. 15 of the year 2004; namely, the digital signature law, upon which ITIDA was established, supports Egypt’s e-commerce industry by securing the internet as a legally viable medium for digital transactions and aims to support digital transformation in all state sectors.

“Organizations worldwide are harnessing CMMI to elevate their business performance to new heights, creating a sustainable competitive advantage in the process,” says Ron Lear, Senior Director, CMMI Program. “We commend the Information Technology Industry Development Agency (ITIDA) and the Digital Signature Competency Center (DSCC) on achieving this CMMI appraisal level and demonstrating their ability as a high-performing organization.”
